Samovar fire rules in Türkiye
A wood-fired samovar works with an open fire, so where you may light it depends on the type of place and local rules. This page is not legal advice; it summarises general information based on official Turkish sources, plus safety tips. If you are outside Türkiye, check your own local rules.

In and near forests
Under Article 76 of Turkish Forest Law No. 6831, lighting a fire in forests outside permitted places designated as fireplaces, and leaving a permitted fire without putting it out, are prohibited. The Ministry of Agriculture and Forestry has announced that these acts carry prison sentences and judicial fines.
Provincial forest-fire prevention commissions may also restrict picnics and fires in forest areas, especially in summer. Even in picnic areas inside forests, use only the designated fireplaces and follow the instructions of site staff.
In parks and green areas
Parks and green areas are the responsibility of municipalities, and the rules are set in each municipality’s regulations. Some municipal regulations, for example, expressly ban fires and barbecues in public parks, green areas and roadsides; breaking them can lead to administrative fines.
In picnic areas set aside by the municipality, the rules for samovars and barbecues are posted on signs or on the municipality’s website.
On beaches
Fire rules on beaches are set by the municipality, the governorate or the operator of the area. On some beaches fires are completely banned, on others they may be allowed in certain zones. Ask the local authority before you go.
On balconies and in apartment buildings
There is no general statutory ban specifically on lighting a samovar or barbecue on a balcony, but Article 18 of Turkish Condominium Law No. 634 requires owners not to disturb each other and to follow the building’s management plan. There are court cases where such use was prohibited because smoke and smell disturbed neighbours.
Your building’s management plan may contain an explicit ban, so ask the management. Never light a wood-fired samovar on a closed balcony or indoors because of smoke and carbon monoxide.
Safety rules that apply everywhere
- Set the samovar on flat, stable, non-flammable ground with no dry grass or flammable material around it.
- Avoid open fires on windy and very hot days.
- Keep water nearby to put the fire out.
- Never light the samovar without water and never use liquid fuel.
- Before leaving, make sure the fire and ash are completely out.
